Northern Pulp

In May 2024, Paper Excellence Canada announced it reached a settlement with the Province of Nova Scotia that acknowledges plans to transform and reopen Northern Pulp Nova Scotia in Pictou will not proceed and provides for a review process agreed between the Northern Pulp group and the Province of Nova Scotia to determine whether a new, modern mill in Nova Scotia is viable. FACTS & FIGURES

  • Until recently, the mill manufactured 280,000 tonnes of Kraft pulp annually and supported 330 full-time, local jobs and another 2,050 indirect jobs for Nova Scotians
  • In 2015, the closure of the mill’s effluent treatment plant was mandated by the Province of Nova Scotia with the passing of the Boat Harbour Act. As a result, Northern Pulp began working on the design of a replacement facility in 2016
  • Without a government-approved Environmental Assessment for a new effluent treatment facility, Northern Pulp had no choice but to stop its production in January 2020, after the Province of Nova Scotia’s decision to require Northern Pulp to cease using the Boat Harbour effluent treatment facility
  • An Environmental Liaison Committee of local residents, businesspeople, environmental conservationists, academics, foresters and fishers have been selected to help guide the new process forward
